Historic Landmark Commissioner

The Historic Landmark Commission is in need of qualified people to be commissioners. Commissioners are volunteers who attend HLC meetings twice a month on Thursday afternoons (usually from 3:00 to 5:00). From the ordinance, the qualifications are:

2.24.010 - Creation, membership and terms.

A. There is created a commission to be known as the historic landmark commission, hereinafter referred to as the HLC. The HLC shall consist of nine members who are residents of the City of El Paso. The mayor and each representative shall appoint one member. Members may be removed with or without cause. Members shall serve without compensation.

B. A quorum of the HLC shall consist of a majority of the number of members currently appointed.

C. All members shall have demonstrated special interest, knowledge, and experience in the architectural, archeological, cultural, social, economic, ethnic or political history of El Paso, and shall include two architects. No one business or professional interest shall constitute a majority membership of the HLC. To the extent available in the community, professionals from the disciplines of architecture, engineering, construction, history (such as urban planning, American studies, American civilization, cultural geography, or cultural anthropology), architectural history, urban planning, archeology, or other disciplines related to historic preservation shall be given preference for appointment for any membership positions.

D. To the extent all HLC membership positions cannot be filled pursuant to subsection C of this section, members may include, but shall not be limited to, member representatives from the El Paso Association of Home Builders, El Paso Realtor's Association, the El Paso Preservation Alliance, a neighborhood association serving a historic district, and the El Paso Archeological Society. In addition, any civilian or military staff from Fort Bliss may also serve as members of the HLC.

E. Each member of the HLC shall be appointed for a term of two years, not to exceed two consecutive terms. Members shall elect a chair and a vice-chair from the voting membership and shall promptly fill a vacancy in either office.

F. Appointed members wishing to resign their appointed post shall give at least thirty days written notice to the person who appointed them, with a copy to the city historic preservation office stating the effective resignation date.

City of El Paso - Capital Planning Project Manager

Position Information

Educational Experience: A Bachelor's degree or higher in business or public administration or urban regional planning or design or related field, and four years professional experience in urban or regional planning, including two (2) years of supervisory or lead experience.

General Purpose: Under general direction, monitor, supervise and coordinate the development of the City's comprehensive plan.

Typical Duties:

Perform advanced, professional level planning work and serve as project manager. Involves: Oversee and supervise the development of the City's capital plan by managing various planning and transportation studies. Provide local expertise to link public and private investment as well as identifying projects through various studies which implement the City’s comprehensive plan. Establish scope, schedule, and expectations of project objectives.  Monitor work in progress.  Lead the development of a capital project list, policy recommendations including land use, transportation and economic development policies. Coordinate projects and components of planning studies with staff in other departments to include, but not limited to, traffic engineering, engineering and quality of life departments. Assist with the development of future capital plans.  

Serve as project manager on City's various planning studies.  Involves:  Coordinate with other city departments, government agencies, engineers, developers and consultants.  Assist the department in providing information, technical assistance and professional guidance to boards and commissions, City Council, city management, developers and the general public.

Represent the department at public meetings related to the planning studies.  Involves:  Prepare plans, ordinances, resolutions and other documents for presentation, review and discussion.  Attend public meetings, commission and committee meetings, city council, neighborhood meetings and others as requested.  Present technical reports, studies, grants and other information.

Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance and review evaluations by subordinates. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes. 

HFS - Architectural Medical Planner - Fort Bliss, Texas

Position Information

Makes technical interpretations of drawings and specifications to determine whether methods and materials employed meet the requirements of contract specifications. Coordinates work between Contractors' personnel and onsite client to assure timely and satisfactory accomplishment of all assigned projects. Provides recommendations concerning the acceptability of construction progress reports and contract performance, and other reports concerning the progress of construction. Reviews contract and construction deficiencies and other factors impacting, or with the potential to impact, timely execution of the project, and provide written comments/recommendations.

Requirements:

  • Minimum of 10+ years quality assurance broad spectrum of construction trades

  • Experience in healthcare or research facility a strong plus

  • Knowledge of general principles of architecture, engineering, design, and construction of medical facility building system components and their inter-relationships. Broad general knowledge of all construction trades.

  • Knowledge of the principles, concepts, and techniques of the construction quality assurance/inspection process; knowledge of the VA QA process a plus.

  • Knowledge of relevant standards and regulations including DOD construction criteria, total building commissioning, TJC, NFPA, ASHRAE, OSHA, ADA, Life Safety and all building standards and medical facility codes.

  • Experienced in interpretation of government, industry, and accreditation standards and criteria including space planning, life safety, anti-terrorism, indoor air quality, patient privacy, sustainability and others related to medical facilities.

  • Skilled in reviewing and interpreting basic A-E deliverables such as drawings, specifications, engineering calculations, RFIs, etc.

  • Ability to interact in a professional manner with excellent verbal and written communication skills.

  • Excellent attention to detail

  • Experience with daily QA reports using RMS preferred

  • Ability to think analytically, make thoughtful decisions and create solutions to problems.
